Background

The Mission Evangélique Luthérienne in Mali (MELM) is in Mali since 1986, but it had its establishment's agreement in 1988. It is a local organization created upon the initiative of the Norwegians Missions Society (NMS) and which has been classified among the group of the institutions and religious confessions of Mali. In accordance with its establishment's agreement and in order to meet the communities' needs in its zone of intervention, the MELM has initiated the PDI-MELM (Projet de Développement Intégré).

Purpose/objective

The current mission who carries on the "mid-term evaluation of the Hairé and Konna Integrated Rural Development's Project" refers to the following aspects:
• The situation of various activities' achievement in accordance to the engagements and the responsibilities for the various parts;
• The examination of the PDI-MELM's actions in connection with the aimed objectives and bearing in mind of the various recommendations suggested by the diverse missions;
• The implication of PDI-MELM's leader and the various actors within the framework of project actions' implementation;
• Identification of the impacts, the direct effects and the project current and future's orientation within the framework of the various communities concerned economic and socio-culture's environment.

The current report thus refers to the terms of reference's various points and answers to the tasks and roles of a traditional mission of mid-term evaluation:
i) to give a description of the objectives' achievement;
ii) to analyze and locate the actions' relevance, efficiency and durability;
iii) to retain for the future, the operational proposals'.

Methodology

The current evaluation's mission has assigned itself a methodology and a number of analysis' tools:
i) to make reports and to announce the positive and negative effects found through the activities;
ii) to analyze and appreciate the achievements related to the difficulties encountered;
iii) to make suggestions and recommendations. The evaluation is also an appreciation of what is, dealing with planning, an opportunity for development clarification options', element organization's definition and participants' adhesion.

The mission has worked in a participative way. Additional to the sector-based aspects' analysis in order to acquire the orientations for the future, the mission made recommendations and suggested the operational proposals tracks' for the future of project PDIHK.

Key findings

Relevance - Efficacy - Efficiency of the Projet: coherence between the programming and planning (project's initial logical framework) and the reaching of the relevant results.
Benefits related to the implication of partners: Populations, Communes and administration: The PDIHK has been capable to establish basis for a good collaboration with the populations, the elected officials on the level of the communal councils, the administration that has duty of supporting council and the supervision and the other development's partners.
PDIHK succeeded to create a tough mobilization of the paramount actors (the women, the young people, the traditional leaders, and people in charge of the Community social structures) in favour of the development actions' adhesion. The populations owned actions, which constitute their current priorities.

Recommendations

The PDIHK must pursue the reflection on the institutional framework of a future project, which will be initiated in the zone.

Take into account the previous benefits, disengagement in some activities, and the taking into account of real potentialities, which are also challenges for the development of the zone.
- The knowledge and the challenges of the pastoral systems.
- Adults training reinforcement and quality improvement and access to basic education in favour of the needy children
Continue the reinforcement of synergy between the various actors in order to get out off the mentality of people to be assisted to the profit of partnership mentality between development's actors.
Work out a strategy of implication and accountability of women on the level of the development various bodies and authorities.
The project must reinforce the literacy's method of the target groups through a diversified and adapted documentation.
Use the radio to distribute its message.

Comments from the organisation

NMS has been engaged in integrated development activities through MELM during many years. The results are impressive especially on how the project has managed to mobilize different key actors towards developing the society.

NMS wants to apply for a new project from 2009 that focuses on women's rights (especially FGM), the pastoral systems in an environmental friendly way, and on literacy for adults and children.
