In 1991, The Governments of Canada, the Netherlands and Norway developed terms of reference for a comprehensive evaluation of the World Food Programme (WFP). The three sponsoring governments were concerned with fundamental issues of emerging trends in global food aid supply; and with strategic policy and operational issues regarding the increase proportion of WFP food aid being used in relief operations.
In general, these issues included the appropriateness of WFP's mandate, its organisational structure, its resource and modalities, and the efficiency and effectiveness of WFP projects, including how well important issues as gender, the environment, and food security are addressed. The evaluation was to be both retrospective and prospective, providing information on both past performance and future directions.
