Information and communication technology (ICT) in development co-operation : guidelines

This document serves two purposes:
1. To clarify the main principles for NORAD's use of information and communication technology (ICT) in development cooperation.
2. To be a practical toolkit for staff at Norwegian embassies and in NORAD/Oslo on how and when to work with information and communication technology in programmes and projects.
