Background
Burundi had acceded to the Millennium Development Goals (MDGs), whose objective 3 was to promote gender equality and women's empowerment by 2015. From 2015 to 2030, the United Nations (UN) is committed through Sustainable Development Goal 5 (SDG) to achieve gender equality and empowerment for all women and girls. With this in mind, the Government of Burundi is committed to involving women at all stages of the development process and to promoting gender equality.
Currently, mainstreaming gender in policies and programs is at the center of global concerns. During this last decade, the world has undergone major political, economic, social and cultural transformations that have produced differentiated effects on women and men. Indeed, the "gender" approach to development seeks to ensure an even distribution of opportunities, resources and benefits among the different groups of the target population. The use of this approach helps project managers / planners to identify, through a gender analysis, the important differences between the roles and responsibilities of women and men and to obtain information to make them more effective and egalitarian. Policies, programs and development projects.
It is in this context that the NCA mandated a study on gender analysis in its programs implemented by its partners in Kirundo province through two projects. This study has the obligation to formulate concrete actions to make a better integration of gender in these important programs.
Purpose/objective
The aim of this study is to conduct a comparative study between men and women in order to obtain a better understanding of the level of gender equality from the point of view of:
- Access, control and benefits of resources
- The participation and voice of men and women in target communities where NCA partners operate.
Methodology
The methodological approach used was participatory. Several data collection methods, including the document review, the analysis of the information collected through the questionnaires developed, were used in this study of gender analysis. The collection of both qualitative and quantitative information was done in the field. This information was collected on the ground by the organization of focus groups. To carry out this analysis, the above-mentioned research methods were used in order to be able to make gender mainstreaming effective in the execution of programs. This includes a literature review focused on the project documents involved in this analysis, the results frameworks, and gender related documentation.
Key findings
- In doing an analysis of the current situation in the implementation of NCA programs implemented by partners (ODEDIM and EMUSO), we found that empowerment is respected.
- And also, the community members benefiting from the achievements of NCA interventions actively participate in the identification of their needs and priorities and jointly develop a schedule for the implementation of the planned actions.
- With regard to access to credit, women and men in rural areas have difficulty obtaining credit due to the fact that microfinance institutions are few in number. This restricts recipients from accessing services offered by them.
Recommendations
- To sensitize men and women on the human rights including the decision of the woman in the directional instances their associations.
- Organize dialogues for rights holders around gender and human rights issues for household functioning.
- Strengthen the capacity of couples with rights to financial education
- Contribute to the establishment of a guarantee fund to facilitate access to credit for Right holders.
- Train partners on gender mainstreaming during planning of projects
