Cross-cutting Issues in Norwegian Development Cooperation – Official launch of the evaluation report from the Department of Evaluation

Some factors are considered fundamental for sustainable development, and should always be considered in Norway’s development support:
- Human rights
- Women’s rights and gender equality
- Climate and environment
- Anti-corruption
These are known as the four “cross-cutting issues”. Over the years, various evaluations have revealed challenges in effectively considering these four issues in the design and implementation of development projects. As a result, a specific evaluation was deemed necessary to examine this topic more closely.
The main evaluation questions were as follows:
- What are the documented expectations and commitments to implementing cross-cutting issues in Norwegian development cooperation?
- How is the Norwegian development administration implementing the four cross-cutting issues into the management of its programmes and projects? And to what extent is this implementation successful?
- What are the enablers and barriers for the successful implementation of the four cross-cutting issues in the development programmes and projects?
- What are human rights effects (impacts) at the country level (in Nepal) for the end beneficiaries and people affected by the projects funded by Norway?
The Department for Evaluation invites you to a seminar aimed at fostering a deeper understanding of the findings and discussing the way forward.
The team leader Ingela Ternstrøm, from IOD Parc, will present the findings from the evaluation report, followed by two short examples of how cross-cutting issues can be implemented in civil society organisations and in the private sector. Presentations by Annelies Ollieuz from the Norwegian Refugee Council and Mark Taylor from the Nansen Support Programme for Ukraine in Norad.
Remarks will be provided by Bjørg Sandkjær, State Secretary of the Ministry of Foreign Affairs and Bård Vegar Solhjell, Director General of Norad.
There will also be a panel discussing how the aid administration can improve implementation of cross-cutting issues in portfolios, programmes and projects. The panel consists of Harald Mathisen, Tord Bruland and Hanne Syversen from Norad and Vebjørn Heines from MFA. The panel discussion will be led by Anita Haslie .
