In March 2020 Norway took initiative to establish a new UN Fund – the UN COVID-19 Response and Recovery Multi-Partner Trust Fund.

Immediately after the establishment, the Evaluation Department in Norad took initiative to get in place a real-time evaluation of the fund’s work.

Firstly, to do a prestudy, which has resulted in the report Early Lessons and Evaluability of the UN COVID-19 Reponse and Recovery MPTF, in cooperation with the Office of the UN Secretary General.

The purpose of the study is to abstract early lessons from the implementation of the COVID-19 Fund, including the coordination of UN’s efforts, and to asses if and – if so – how, a real-time evaluation of the COVID-19 Fund at country level, could be done.
