Humanitarian assistance and comprehensive response
Norwegian aid combines humanitarian aid, long-term development cooperation and peace efforts. Acute emergency aid, long-term development and conflict prevention work together to meet both short-term and long-term needs in crisis-affected areas. The Nansen Support Programme for Ukraine provides significant financial support with a focus on protecting Ukrainian sovereignty and reducing human suffering.
Why
Norwegian humanitarian assistance springs from the humanitarian imperative to help people in need. In recent years, there has been a dramatic increase in humanitarian needs. This occurs primarily as a result of many armed conflicts, but accelerating climate change is also a significant trigger for crises, reinforcing existing humanitarian needs. Many crises are complex and protracted. The challenges include immediate humanitarian crises, vulnerability in societies, and the need for long-term stability and development. The aim of a holistic Norwegian effort is to contribute to the prevention of conflicts, alleviating distress, building resilience, and laying the foundations for sustainable development. In Ukraine, Norwegian assistance aims to protect the country against Russian attacks, maintain critical functions in the community, and support the reconstruction of a safe and free Ukraine.
How
Norad will contribute to ensuring that Norwegian support for long-term development, peace efforts and emergency aid is seen in context to reduce vulnerability and strengthen local resilience to crises. Norad will work for a rights-based approach where the needs, knowledge and capacity of the crisis-affected population are at the center of the Norwegian efforts. Norad will ensure that Norway contributes fast, flexible and predictable funding with an emphasis on core support and multi-year support for partners – and work to ensure that other donors in the international community contribute in the same way. Norad must ensure that Norwegian aid is knowledge-based and assessed against targets, with clear requirements for quality and results. Norad has developed principles for locally led development and strengthens advice on vulnerability and prevention. For Ukraine, the assistance involves both civil and humanitarian support, including the maintenance of critical infrastructure and community functions, and humanitarian efforts coordinated with international partners.
Where
The humanitarian assistance takes place globally with the aim of helping where the need is greatest, with a specific focus areas such as Ukraine, Gaza, Sudan, and Afghanistan. The Nansen Support Programme for Ukraine coordinates assistance with Ukrainian authorities and international partners, and focuses on both the civilian population and critical societal functions. In addition, neighboring countries such as Moldova, which are affected by the consequences of the war, are supported. International cooperation is a key component, where Norad works with recognized organizations to ensure efficient delivery of assistance.
