Stine Horn Appointed New Director of Human Development

Stine Horn (44) has been appointed as the new Director of the Department for Human Development at Norad. Horn comes from her previous position as Head of the Humanitarian Assistance Section at Norad, and has extensive experience in both humanitarian and long-term aid.
– We are witnessing major global cuts in aid, and efforts for gender equality and human rights are being weakened. That is why I am very pleased that Stine Horn has agreed to lead Norad’s work on welfare and human rights. Horn has solid expertise in both Norwegian and international aid, in addition to substantial leadership experience, says Gunn Jorid Roset, Director General of Norad.

Horn has previously held various positions at the Ministry of Foreign Affairs, served as Director of Partnerships and Development at NORCAP with the Norwegian Refugee Council, as Country Director for Norwegian People’s Aid in Lebanon, and as Deputy Head of Mission at the Embassy in Beirut, Lebanon. Since August 2024, she has led the Section for Humanitarian Assistance at Norad.
– I look forward to taking on new responsibilities at Norad. I approach this job with a strong sense of responsibility in a time of global change. Conflict, climate change, declining respect for rights, and aid cuts are causing instability and poverty. Norwegian aid is more important than ever, says Stine Horn, incoming Director of the Department for Human Development at Norad in the coming months.
