Promoting and protecting sexual and reproductive health and rights (SRHR) is essential for achieving gender equality and a prerequisite for sustainable development and social justice. 

The goal of the portfolio is to achieve universal access to comprehensive sexual and reproductive health and rights. This involves working towards three key outcome areas: 

  • Women, girls, adolescents, and young people claim rights to bodily autonomy and drive changes in social and gender norms, together with their families and communities. 
  • Health and education systems provide knowledge about and access to comprehensive SRH services 
  • Laws and policies ensuring SRHR promoted and adopted by national authorities  

A fourth crosscutting outcome area necessary for the realisation of all outcomes is:  

  • Supporting normative and operative processes of the UN globally and at country level. The Norwegian Ministry of Foreign Affairs is responsible for normative engagement, while Norad provides technical expertise and advice.   

The portfolio’s theory of change is under review. The attached documents provide a preliminary overview of the portfolio’s priorities.
