Norad’s thematic portfolios

Thematic portfolio management helps improve the effectiveness of Norwegian development assistance by viewing related initiatives in context and identifying how they collectively contribute to broader development goals. The aim is to ensure that Norwegian aid funding is used strategically and based on evidence, in support of key development policy objectives.

Portfolios and Theories of Change

Norad has established thematic portfolios across the areas listed above. Each portfolio is guided by a theory of change, which sets out its assumptions about what works, and what doesn’t, to achieve overarching goals and drive positive change in partner countries. These assumptions are grounded in evidence from research, evaluations, and practical experience.

    It is important to note that the theories of change will evolve over time as new insights and knowledge emerge, and as circumstances change on the ground. By publishing the theories of change for each portfolio, Norad aims to promote transparency around the evidence base for Norwegian development assistance, engage partners in shared learning and portfolio development, and ensure that our assumptions are grounded in the best available knowledge. Many actors hold valuable perspectives, and Norad welcomes dialogue and feedback to strengthen the knowledge base behind our work.
