Dr. William Boyd is an associate professor at the University of Colorado Law School, where he teaches energy law and regulation, climate change law and policy, and environmental law.

Since 2009, Dr. Boyd has served as senior advisor and project lead for the Governors' Climate and Forests Task Force (GCF), www.gcftaskforce.org , a unique subnational collaboration between 19 states and provinces from Brazil, Indonesia, Mexico, Nigeria, Peru, Spain and the United States that is working to develop jurisdictional frameworks to reduce emissions from deforestation and land use. 

Mr. Boyd will moderate Parallel D1 Building jurisdictoinal frameworks for REDD+ and low emissions development: Challenges and opportunities.
