Invitation-based Call for Proposals for International Organisations with Women, Peace and Security as core mandate (WPS-INGOs)

The objective of the call for proposals is to support interventions that contribute to the following outcome: 

Women and girls participate meaningfully in peace processes and political dialogue, and their priorities increasingly inform decisions and implementation. 

Norad will, under this call, support international civil society partners that have Women, Peace and Security as their core mandate (WPS-INGOs), aligned with the Norwegian Action Plan for Women, Peace and Security (2023-2030). The WPS-INGOs are leading agents in peace, reconciliation, and security.  

Priority will be given to WPS-INGOs engagement in the following thematic areas: 

  • Women’s participation in peace processes 
  • Implementation of peace- and ceasefire agreements and transitional justice 
  • Conflict-related sexual violence (CRSV)/sexual and gender-based violence (SGBV) 
  • Protection of women human rights defenders (WHRD) 

Norad aims to enter into three to five agreements for the period 2027-2030 based on this call for proposals. Selected WPS-INGOs have been invited to apply based on a prior mapping of relevant actors, using criteria aligned with the objectives and priorities of this call, including thematic relevance, geographic presence, organisational capacity, and local engagement. 

The call is linked to budget item 151.70 Peace and Reconciliation in St. Prop- 1S (2025-2026) and the regulatory frameworks for the grant scheme 151.70 Fred og Forsoning 

All applications must be submitted via the digital application form in the Grants Portal.

No applicants are entitled to a grant under this call for proposals, even if all criteria are met. Competition for grant funds is considerable, and applicants are expected to demonstrate strong technical and administrative competence and capacity. 

Decisions on the award of grants will be made following an overall assessment of the applications against the criteria set out in the grant scheme regulations as well as the objectives and priorities of the call for proposals. In the final assessment of applications, consideration will also be given to the composition of a comprehensive portfolio.
