The Global Education Monitoring Report reviews progress towards Sustainable Development Goal 4 on quality education for all and explores emerging issues relevant for policy development and practice in education. The theme for the 2023-report is currently widely debated in all countries: the use of technology in education.

The use of technology has grown quickly over the last few years, and new products evolve faster than they can be properly evaluated. Some have seen technology as a solution where there are too few teachers, others have seen it as a threat to good learning experiences. During Covid it became clear that online learning cannot replace teachers, but also that it can be a very useful tool when available and used properly.

The report shows how countries meet the challenge of rapidly changing technology by making adjustments in curriculum and assessment methods to cater to digital skills. Yet, even in the most affluent countries, the actual in-school use of these digital tools remains limited, pointing to a gap between intent and implementation.

In this hybrid event we will discuss the findings of the GEM-report which are related to four key questions the report encourages policy makers to reflect on about technology in education:

  • Is it appropriate?
  • Is it equitable?
  • Is it scalable?
  • Is it sustainable?

Manos Antoninis, Director of the Global Education Monitoring Report, will present the report.

The presentation will be followed by two panel discussions. One panel will address the most important findings and recommendations in the report related to Norwegian aid to education. The other panel will look at the relevance of the report in light of current dilemmas with respect to use of technology in the Norwegian education system.

This event is a collaboration between the Ministry of Foreign Affairs, Ministry of Education and Research, Global Campaign for Education Norway, Union of Education Norway, and Norad.
