Purpose of the Review

Norad has supported Kicking AIDS Out since 2001. It was found appropriate to carry out an independent review after five years. Such a review is also timely since Norway will promote the theme of AIDS and sport during the International AIDS conference in Toronto in August 2006.
According to terms of reference the overall purpose of the review is to learn how sport is used as a tool for addressing AIDS related issues among young people. More specifically the review should assess to what extent Kicking AIDS Out has been an effective instrument in linking sport with the HIV/AIDS response in selected countries. The review should also recommend changes and modifications in objectives, strategies and working methods where and when this is required. The review will assess KAO as a global network, but focus on the KAO Alliance and its members in Zambia. Zambia was selected due to the network of organisations using the Kicking AIDS Out approach and methods. The experience from Tanzania will be available in a separate report. In other words, this review is focusing on the Kicking AIDS Out concept (the link between sport and development) and the Kicking AIDS Out network in particularly in relation to Zambia. It is not an in depth organizational review of NIF's development cooperation in general - only NIF's role vis-à-vis the international KAO network. It is neither an assessment of each partner organizations in Zambia assessing all financial and organizational issues.
