Strengthening business initiatives in Ukraine

Norway is allocating NOK 100 million for business initiatives in Ukraine for 2026 and 2027. This is the third round of the Enterprise Development Call for Ukraine. Ukrainian, Norwegian and international companies are all eligible to apply.

The aim is to contribute to economic growth, job creation and increased private sector activity in Ukraine. This will be achieved through support for feasibility studies and other preparatory activities that promote investment-ready projects and reduce the risks associated with private investment.

Open to applicants from all countries

The call for proposals is open to Ukrainian, international and Norwegian companies. Projects in the following areas will be particularly relevant:

  • Sustainable energy production
  • Food security and agriculture
  • Infrastructure reconstruction

The scheme aims to help mobilise private capital and contribute to robust framework conditions for the business sector.

New changes in this year’s call for proposals

Several adjustments have been made to ensure that funds go to project with high implementation capacity:

  • The turnover requirement of NOK 25 million is removed.
  • The self-financing requirement is being increased from 40 to 50 per cent to strengthen ownership and risk-sharing between the applicant and the scheme.
  • Support is now available for protective measures directly linked to the main project, in response to increased Russian attacks on critical infrastructure and the business sector.
  • The limit on the proportion of the grant that can be used for investments in equipment (CAPEX) is being reduced, from 50 per cent in 2025 to 20 per cent in 2026.
  • The application process will be conducted in two phases. Between 17 April and 17 June, all applicants may submit an initial concept note. Between 17 June and 17 July, Norad will assess the proposals submitted, and selected applicants will then be invited to submit a full application in phase 2. The deadline for submission in phase 2 is 1 September 2026.
