Purpose and overall objective

The purpose of this call is to strengthen the fight against corruption in Ukraine by supporting civil society’s efforts to ensure accountability within the energy, minerals and other natural resources, and reconstruction sectors in Ukraine. The overall objective is “Ukrainian civil society holds economic actors to account for their role in corruption in the identified sectors.“

Accountability here refers to efforts by civil society to increase compliance with anti-corruption regulation, to combat the structural causes of corruption, and to increase integrity and transparency on the part of economic actors.

The call contributes to the goals of Norway’s Nansen Support Programme for Ukraine, where civil society organizations are explicitly mentioned as driving forces in the fight against corruption. Norad’s analysis has identified a lack of anti-corruption and accountability in the mentioned key sectors.

 The need to support civil society’s anti-corruption efforts was reemphasized this summer, when Ukrainians and civil society organizations took to the streets to preserve the independence of anti-corruption institutions.

Potential grant recipients

With this call Norad will select a limited number of partners with the objective of strengthening civil society’s combined investigative and advocacy efforts against corruption in Ukraine for the period 2025 - 2028. The estimated amount of funding available under this call for proposals is up to NOK 50 mill. 

Based on a comprehensive review of relevant potential grant recipients, Norad has identified a limited number of potential applicants that are invited to submit a proposal. The criteria used to identify potential applicants include whether the organizations work within the selected sectors, whether these organizations work with business and/or state-owned companies, and whether they approach this work by combining investigation and advocacy. Furthermore, presence in Ukraine – either through the organization being registered in Ukraine or through activities in Ukraine – as well as whether an annual audit report is available.

Applications may be put forward by a single applicant or an applicant leading a consortium.
