Call for Proposals (invitations only): Supporting Civil Society in Moldova

The following is public information regarding an invitation-based call for proposals for pre-selected candidates. The main purpose is to support Moldovan civil society’s ability to advance democratic governance and promote social cohesion in the Republic of Moldova in the context of European integration.
Based on a review of relevant potential grant recipients, Norad has identified a limited number of eligible potential applicants that are invited to submit a proposal. The indicative amount of funding provided under this call for proposals is estimated to be NOK 60 million for the period 2025-2028. Norad aims to enter into maximum 2 grant agreements.
Any programme selected for support under this call for proposals shall strengthen local organisations through a combination of small-scale grants, technical and administrative capacity strengthening, and networking.
Potential grant recipients include non-governmental organisations registered in the Republic of Moldova, with at least 3 years of experience partnering with local CSOs in various regions of the country. Preference is given to grant recipients that had operational presence in the Republic of Moldova prior to February 2022 and have a proven track record of capacity-building of local civil society organisations across the Republic of Moldova through networking, trainings and small-scale grant schemes.
Grant recipients must have good technical and administrative capacity to implement the project, including risk management and internal control, results management, operational guidelines for partner follow-up, as well as Code of conduct or similar ethical guidelines.
This call is issued under the grant scheme “Ukraine and neighbouring countries.” The grant scheme is financed over the national budget chapter 159, item 73 Ukraina og naboland. Besides Ukraine, the Republic of Moldova is a priority recipient country for civilian support under the Nansen Support Programme for Ukraine, given the country’s vulnerable position in the face of Russia’s war against Ukraine and its status as an EU candidate country.
