The Corruption-Hunters Network is coming to Norad!

Corruption is one of the greatest threats to democracy, the rule of law and sustainable development, and it undermines trust between citizens and authorities.
The fight against corruption is therefore central to Norwegian development policy and development assistance. Norway’s guideline on International Efforts to Prevent and Combat Corruption, published in November 2025, aims to strengthen this work at the Ministry of Foreign Affairs, at Norad and at Norwegian embassies.
A key initiative is the Corruption-Hunters Network, an established international network of prosecutors, investigators and anti-corruption experts.

For this event we have invited some of the most experienced voices in the network and in international anti-corruption efforts:
- Eva Joly is regarded as one of Europe’s leading authorities in this field. She has devoted much of her life, as a judge and activist, to the fight against corruption and was the initiator of the network.
- Billy Downer is a prosecutor from South Africa. He has played a key role in several high-profile cases and is the lead representative of the prosecution in the case against former President Jacob Zuma.
- Gilbert A. Phiri is Director of Public Prosecutions in Zambia and former Director General of the Anti-Corruption Commission. He also heads a national inter-agency task force that brings together police and oversight authorities in the fight against corruption, economic crime and asset recovery.
- Paulus Noa is head of Namibia’s Anti-Corruption Commission and plays a central role in the investigation of the Fishrot case, which has ramifications, among other places, in Iceland, and in negotiations on the resolution against environmental crime.
- Bolaji Owasanoye is Executive Chairman of the Federal Inland Revenue Service in Nigeria, with a particular focus on combating corruption and illicit financial flows. He is a lawyer and an active human rights advocate.
The Corruption-Hunters Network includes key resource persons primarily from African countries, but also from Latin America, Europe and central organisations such as UNODC, ICAR and U4.
The event will present experiences from the Corruption-Hunters Network and highlight practical examples from their countries that are relevant for Norwegian development cooperation.
