What is aid?
When we talk about aid in Norway, we generally mean public funds that support social and economic development in poorer countries (low-income countries). The purpose is broad, and there is therefore an ongoing discussion about what aid actually is.

The aim of Norwegian humanitarian assistance is to save lives, relieve distress, and safeguard people's dignity and rights in humanitarian crises, in line with the humanitarian imperative. Norway shall be a leading actor and donor within humanitarian policy.
