Policy on results-based management

Norad’s policy on results-based management aims to maximize the impact of Norwegian aid and support Norway’s development policy objectives.

The policy describes how results information should be used for management, learning, accountability and transparency, and signals Norad’s expectations of grant recipients. It emphasizes tailored approaches, robust methods, systematic assessments of results and costs, and lasting changes for target groups and societies.

The policy was adopted in June 2026 and will be progressively operationalized in Norad’s grant management, including calls for proposals and follow-up of grant recipients. The specific requirements are set out in the relevant calls for proposals and agreement texts.

For further reading, we recommend A Framework to Improve the Cost-Effectiveness of Norad Grants, developed by Northwestern University in collaboration with Norad. The framework offers analytical and practical insights into improving cost-effectiveness, but is not official Norad policy.
