Norad’s thematic portfolios

Thematic portfolio management helps improve the effectiveness of Norwegian development assistance by viewing related initiatives in context and identifying how they collectively contribute to broader development goals. The aim is to ensure that Norwegian aid funding is used strategically and based on evidence, in support of key development policy objectives.

Allocations

civil society

Norway is allocating more than NOK 1 billion to strengthen civil society in developing countries in 2025. Civil society and local organisations are crucial in promoting justice, democracy and human rights.

renewable energy

Norway enters into agreements with 27 different projects. This includes both Norwegian and international companies.

Humanitarian assistance

Norway has entered into six new strategic partnership agreements with Norwegian humanitarian organisations. The organisations are the Norwegian Refugee Council, Norwegian Church Aid, NORCAP, the Norwegian Red Cross, Norwegian People’s Aid and Save the Children. The agreements are administered by Norad and will remain effective for five years.

The Knowledge Bank

The Knowledge Bank coordinates and strengthens technical cooperation between public sector institutions in areas where Norway has relevant expertise and experience.
