The annual report of The Internal Audit and Investigation Unit at Norad provides an overview of the unit’s work on cases of financial irregularities and sexual exploitation, abuse or sexual harassment (SEAH) affecting Norad's funds.

In 2024, Norad received 159 reports of suspected financial irregularities and sexual exploitation, abuse or sexual harassment (SEAH). Fifty-five cases concerning financial irregularities were concluded. In total, approximately NOK 13 million were reclaimed.

Recipients of grants from Norad are responsible for ensuring that all public funds are used in accordance with the grant agreement, and that their use can be documented as required by the agreement. Effective prevention and risk management will reduce the likelihood of funds being misused. In the event of suspected misconduct, grant recipients and employees within development aid administration must report the matter immediately to Norad. Zero tolerance for corruption and other types of financial misconduct is a general principle in Norwegian development aid.

The 2024 Annual report includes a deep dive into the role of Internal Control Systems in preventing and detecting financial irregularities.
