Increased support for business and industry in Ukraine - Norway allocates NOK 100 million in 2025 and 2026

Norway is increasing its support to the business community in Ukraine by up to NOK 100 million through the call "Support for Enterprise Development for Ukraine".

The call will promote investment-ready projects and facilitate increased investment. Applicants from all countries, including Ukrainian, international and Norwegian companies, are welcome to apply. Prioritised sectors include sustainable energy production, food security and agriculture, as well as reconstruction of critical infrastructure.
Risk reduction
Many companies feel that the risk of investing in a country at war is too high. This call aims to reduce this risk by promoting investment-ready projects and facilitating increased investment. Business investment is essential to strengthen Ukraine's economy and contribute to the country's reconstruction.
For the call for proposals in 2025, Norad has made some changes from last year. Norad will prioritise projects with a value of NOK 5 million or more, and applicants with a turnover of more than NOK 25 million. Up to 50 per cent of the application amount can be used for investments in equipment (capital expenditures). These changes will ensure that the funds go to the most feasible projects.
Applications will be assessed on an ongoing basis, and it is important to apply early as the call will be closed when Norad's available funds are exhausted. Closure will be announced on this website and in the call for applications on the Grant Portal one week prior to closure.
