Support for community-led approaches to address Basic Human Needs in Afghanistan
The purpose of this call for proposals is to support rights-based, conflict sensitive and inclusive economic and social development for the benefit of the Afghan population, based on needs and vulnerabilities identified, prioritised and led by local communities. This call for proposals focuses on the grant scheme’s objective to strengthen economic and social development. It aims to contribute to this objective through support to organisations working in Afghanistan to improve communities’ capacity to meet basic human needs, and improve overall well-being and resilience.
The call for proposals is linked to budget item 159.72 in Proposition 1 S to the Storting (2025 – 2026) and the regulatory framework for the grant scheme Regionbevilgningene.

No applicants are entitled to a grant under this call for proposals, even if all criteria are met. Competition for grant funds is considerable, and applicants are expected to demonstrate strong technical and administrative competence and capacity.
Decisions on the award of grants will be made following an overall assessment of the applications against the criteria set out in the grant scheme regulations as well as the objectives and priorities of the call for proposals. In the final assessment of applications, consideration will also be given to the overall portfolio composition of Norway’s support to Afghanistan.
Applications must be complete, with all mandatory fields filled in and all mandatory attachments included. Incomplete applications will be rejected. Applicants are therefore requested to read the call for proposals carefully to ensure that all requirements are met before submission.
