The purpose of this call for proposals is to support initiatives that contribute to the following:
The information environment in Moldova is more resilient, with editorially independent media and information stakeholders providing reliable information and fostering an open, inclusive and informed public debate that benefits the Moldovan population at large.
The call for proposals is linked to budget item 159.73 in Prop. 1 S (2025-2026) and the regulatory framework for the grant scheme: 159.73 Ukraine and neighbouring countries.

No applicants are entitled to a grant under this call for proposals, even if all criteria are met. Competition for grant funds is considerable, and applicants are expected to demonstrate strong technical and administrative competence and capacity.
Decisions on the award of grants will be made following an overall assessment of the applications against the criteria set out in the grant scheme regulations as well as the objectives and priorities of the call for proposals. In the final assessment of applications, consideration will also be given to the composition of a comprehensive portfolio.
Applications must be complete, with all mandatory fields filled in and all mandatory attachments included. Incomplete applications will normally be rejected. Applicants are therefore requested to read the call for proposals carefully to ensure that all requirements are met before submission.
