Strengthening LGBTQI+ Human Rights and Resilience (by invitation only)

The main purpose of this call for proposal is to support the LGBTQI+ movement and sustain international human rights work for LGBTQI+ persons.
Based on a review of relevant potential grant recipients, Norad has identified a limited number of eligible potential applicants that are invited to submit a proposal. This grant will provide support starting from August 2025 and for a duration not exceeding May 2026. Norad aims to enter into between 1 and 3 grant agreements.
Any organisations core- or programme support selected under this call for proposals shall contribute to at least one of the following objectives:
- Provide quick, responsive and flexible support to LGBTQI+-led organisations and networks that promotes and protects the human rights of LGBTQI+ persons, including to sustain grassroots organisations, in particular where other financial support is reduced or cut.
- Contribute to improved protection, security and enabling environment for human rights defenders working to promote human rights of LGBTQI+ persons.
Potential grant recipients are LGBTQI+-led non-governmental organisations. Preference is given to applicants with an established and robust system for sub-granting, existing networks and established trust within the LGBTQI+ community, as well as ability to identify key national and local LGBTQI+ organisations.
Grant recipients must have good technical and administrative capacity to implement the project, including risk management and internal control, results management, operational guidelines for partner follow-up, as well as Code of conduct or similar ethical guidelines.
This call is issued under the grant scheme “Human Rights”. The grant scheme is financed over the national budget chapter 152, item 70 Menneskerettigheter. Combatting discrimination based on gender and sexuality in line with the government's action plan for gender and sexual diversity is a priority under this grants scheme.
