The Nansen Support Programme for Ukraine: NOK 1 billion for humanitarian organisations

Seven Norwegian organisations will receive a total of NOK 1 billion for their humanitarian work in Ukraine and Moldova.

The support for 2025 will be distributed the Norwegian Refugee Council, NORCAP (which is a part of the Norwegian Refugee Council), the Norwegian Red Cross, Norwegian People’s Aid, Norwegian Church Aid, Save the Children Norway, Caritas Norway, and SOS Children’s Villages. What these organisations have in common is their established presence in Ukraine.

The funding was announced in July on norad.no.

The organisations have applied through a scheme administered by Norad, with the aim of providing support to Ukrainians. The funding is intended to ensure that those who lose their homes have shelter, food, water and sanitation. In addition, the support will cover healthcare and psychosocial assistance. The clearance of mines and unexploded ordinance are also a priority.  

17 organisations applied for a total of NOK 1.5 billion, with eight applications approved granted. During the selection process, Norad focused on creating a well-rounded portfolio of partners that complement each other thematically. Priority target groups include children, seniors, people with disabilities and single parents.

  • The Norwegian Refugee Council will receive NOK 325 million for its work in Ukraine and neighbouring countries. The Norwegian Refugee Council supports Ukrainians with cash assistance, food, shelter, education, psychosocial help and legal advice.
  • The Norwegian Red Cross will receive NOK 190 million to provide healthcare services in Ukraine, including emergency first aid, crisis teams, mobile health clinics and mental health support, as well as physical and mental rehabilitation.
  • Norwegian People’s Aid will receive NOK 164 million for a wide-ranging protection programme, with the majority allocated to its mine clearance efforts. This includes training on the risks of explosives, as well as surveys and clearance. NOK 12 million of the support will be regranted by Norwegian People’s Aid to local organisations that support women and girls who are victims of, or at risk of, sexual and gender-based violence.
  • NORCAP (part of the Norwegian Refugee Council) will receive NOK 56 million to second experts to the UN and national authorities within the areas of energy, protection, education, emergency relief coordination and locally led development in Ukraine and Moldova.
  • Norwegian Church Aid will receive NOK 90 million for its work on gender-based violence and mental and psychosocial support. Of this, NOK 85 million will go to its work in Ukraine, while NOK 5 million to its work in Moldova.
  • Save the Children Norway will receive NOK 45 million to support child protection and improve education opportunities in Ukraine. Save the Children Norway works to strengthen the follow-up of vulnerable children and ensure that they receive necessary support from the authorities. They also advise parents and teachers on delivering psychosocial support to children. Additionally, Save the Children Norway is working to ensure that Ukrainian children receive a quality education in safe environments, both through securing schools and bomb rooms and through digital teaching when physical attendance is not possible.
  • Caritas Norway will receive NOK 95 million for its humanitarian efforts in Ukraine and Moldova. Caritas provides support for shelter, house repairs and subsistence, such as food, cash support and opportunities for earning an income.
  • SOS Children’s Villages will receive NOK 25 million to support its efforts in caring for caring for Ukrainian children. This includes providing mental health and psychosocial support, as well as cash transfers to help children and their families to seek protection and meet their immediate basic needs.
