Policy, Knowledge and Innovation for a Strengthened Humanitarian Sector 2026–2029

Norway has allocated a total of NOK 69 million over three years to organisations working to strengthen and improve the effectiveness of the humanitarian sector through policy development, knowledge generation and innovation.

The call for proposals generated strong interest, with 167 applications received. The annual allocation is NOK 23 million. The assessment emphasised the organisations’ contributions to humanitarian reform, documented results, solid policy engagement, and relevance to Norway’s Humanitarian Strategy. The portfolio includes both global actors and partners from the Global South, with a strong focus on local participation and the perspectives of crisis-affected people.

The following eight organisations have been awarded support:

  • NEAR – Network for Empowered Aid Response: NOK 4 million per year
  • ICVA – International Council of Voluntary Agencies: NOK 3 million per year
  • ODI Global (HPG and ALNAP): NOK 5 million per year
  • CALP Network: NOK 3 million per year
  • Give Directly: NOK 2 million per year
  • Airbel Impact Lab – International Rescue Committee (IRC): NOK 2 million per year
  • Ground Truth Solutions: NOK 2 million per year
  • The New Humanitarian: NOK 2 million per year

Two current partners, ACAPS and Elrha, will not receive continued funding in this round. Give Directly, NEAR and Airbel Impact Lab are new additions to the portfolio.
