Corruption has significantly impacted Ukraine’s growth and development for several decades. It is a pervasive issue that has been highlighted in the wake of major international aid operations in the country following the Russian invasion.

The purpose of this rapid literature review is to assist in effective decision-making and risk management for donors in relation to the official development aid-funded support to Ukraine. The review encompasses evaluations, analytical reports, peer-reviewed and non-peer-reviewed articles, policy documents, and media articles published between 2015 and 2023. A total of 283 sources were included and reviewed for this study.

The report is structured into five sections: an introduction, a detailed methodology, findings from other conflict-affected countries, an analysis of sector-specific risks and mitigation strategies, and finally, conclusions drawn from the analysis.
