Support to the Network for University Co-operation Tibet-Norway GLO-2028

The Project
Norad has financed a research and scholarship programme through the Network of University Cooperation Tibet-Norway since 1996. Norway was the first country to establish such an inter-disciplinary agreement with Tibet Autonomous Region (TAR). Total Norwegian funding for 2000 - 2006: NOK 36,6 mill.

The main objecives of the network is to genrate new insight into the nature, culture and society of Tibet, and to enhance institution and competence building for Tibetan researchers and students.

Interesting Findings
• 60 Tibetan students have studied in Norway. Two have received PhDs and 25 a Master's degree
• The programme has today a standing in Tibet which is remarkable
• In general terms the programme has produced value for money
• A main obstacle is the low level of English language of the the students. Further, lack of experience in scientific methods and applied science is a problem. Langueage training in Norway is expensive, and could be done elsewhere
• Many of the students were perceived by their colleagues as experts and leaders in their field, and a few had taken up leadership posititions upon return to Tibet
• The candidates are spead out on many institutions. In order to get an impact in the Tibetan institutions at least three candidates from each institutions should be selected
• The programme has lead to a growing awareness in the institutions that international contact and co-operation are and indispensable part of the modern global scientific community
• The programmes are very much appreciated both on the Tibetan and Norwegian sides
• The findings and recommendations of the report are in the process of follow-up through a new three year agreement period
