Norad announces grants to civil society organizations in the Oil for Development Programme 2016-2018
Civil society is an important arena for people to hold their authorities accountable for the management of petroleum resources.
"Support for civil society organizations in the Oil for Development Programme will create important voices to combat environmental destruction and corruption," says Director Svein Bæra in the Civil Society Department in Norad.
The selected partners in civil society work with a variety of approaches and pursue a number of goals in the projects supported by Norad.
"Norad looks forward to working with these important and influential partners," Bæra adds.
These organizations will receive support in the period 2016-2018
All numbers are presented in Norwegian Kroner (NOK). Changes may occur.
Natural Resource Governance Institute
Period: 2016-2018

Natural Resource Governance Institute will work to strengthen media oversight in Myanmar, Tanzania, Ghana and Uganda by training journalists and editors on covering the petroleum sector.
Global Witness

Where: Globally, Uganda, South Sudan, Myanmar
Global Witness will advocate for more transparency in the petroleum sector by uncovering information and delivering hard-hitting reports to decision-makers around the world.
Oxfam America
Period: 2016-2018

Oxfam America will strengthen community involvement in petroleum issues by supporting communities and strengthening local civil society organizations in Ghana, Tanzania and Mozambique to engage and influence decision-making.
Norwegian Church Aid

Norwegian Church Aid will work to increase government spending in sectors promoting human development in Angola by providing training to communities to engage in local government budget processes.
WWF-Norway

WWF will work to strengthen the environmental regulation of the petroleum sector in Tanzania, Uganda and Kenya by influencing government and petroleum companies.
Norwegian People's Aid

Norwegian People´s Aid will increase communities and civil society´s engagement in petroleum-related issues by supporting communities and strengthening local civil society organizations in South Sudan, Mozambique and Lebanon.

Norad’s agreement partners also work with a number of local partner organizations. In total, Norad will support 35 civil society organizations in the periode 2016 to 2018 in the Oil for Development Programme.
Norad received 61 applications from Norwegian, international and local civil society organizations. In total, the organizations applied for NOK 601 million. The budget for this call for proposals was reduced in relation to the planned amount. Norad had up to NOK 35 million to grant for 2016 of which NOK 19 million was already committed.
The standards for civil society organizations managing Norwegian public funds are set high. In order to be awarded a grant by Norad the organizations have to demonstrate a solid understanding of the contextual factors influencing the petroleum sector and the management of oil revenues in the countries they operate. In addition, the organizations must display solid systems for financial management and results monitoring as well as strong partnership procedures.
