This study maps development assistance included in the budgets of the Ministry of Foreign Affairs and further channelled through other ministries and affiliated agencies in the period 2016-2020.

Fragmented aid that goes to many partners, sectors and countries can create ineffective and inefficient management. This mapping provides information about the ministries and affiliated agencies that are involved in the management and implementation of aid. The study also provides information about the distribution of funds across ministries and affiliated agencies, the character of these funds and how results are documented.

The mapping uses the Norad database of development assistance, public documents, and documents from the archives of the Ministry of Foreign Affairs, Norad and the Ministry of Justice and Public security. In addition, interviews have been conducted.

The study is carried out by the Chr. Michelsen Institute on behalf of the Department for Evaluation in Norad.
