Where we are

The Clean Energy for Development Initiative cooperates with several countries.

However the Initiative has a geographical focus on Africa South of Sahara, where a large number of people lack access to modern energy services.

Bilateral Cooperation

Bilateral efforts are particularly focused on areas where there is a demand for Norwegian expertise, and where Norway has a particular knowledge competence.

Assistance for capacity building and institutional development, with emphasis on legislation and national planning, will remain among the most important areas for bilateral energy assistance. Important areas are strengthening the framework for commercial investments, protect the environment and encourage partner countries' participation in regional energy cooperation. Responsiveness to recipient countries' wishes and needs is fundamental.

The core countries for bilateral cooperation within the Clean Energy for Development Programme are:

  • Ethiopia
  • Liberia
  • Mozambique
  • Nepal
  • Tanzania
  • Timor-Leste
  • Uganda

In addition to these core countries, Norway has partnership programmes with other countries that vary in content and size. Among these countries are:

  • Afghanistan
  • Angola
  • Bangladesh
  • Bhutan
  • Ghana
  • India
  • Indonesia
  • Kenya
  • Laos
  • The Palestinian Territory
  • South Sudan
  • Vietnam

Regional Collaboration

Norway provides direct financial and technical assistance for regional energy collaboration (energy planning, power trade and the expansion of infrastructure) within the framework of the Nile Basin Initiative, The East African Power Pool, the East African Community, The South African Power Pool and the energy protocol of the South African Development Community collaboration.

Multilateral Cooperation

A substantial part of Norwegian development support within Clean Energy for Development Initiative is channelled to multilateral institutions and partnerships. Multilateral institutions receiving Norwegian support are: Several United Nations Organizations (UN), The World Bank Group (WBG), The African Development Bank (AfDB) and The Asian Development Bank (ADB).
Main partnerships receiving Norwegian support are The Global Environment Facility (GEF), The Global Energy Efficiency and Renewable Energy Fund (GEEREF), The Renewable Energy and Energy Efficiency Partnership (REEEP), The International Hydropower Association (IHA) and the Nordic Development Fund (NDF).

Norway’s efforts both bilaterally, multilaterally, through regional channels and also through civil society organizations are presented in detail in the 2010 Annual Report of the Initiative.
