José Carlos Fernandez-Ugalde

Economist, Centro Mario Molina para Estudios Estraégicos de Energía y Medio Ambiente A.C.

From 2009 until 2012, while working for the National Forestry Commission, Mr. Fernandez-Ugalde led the negotiations on REDD for the Mexican Government, coordinating fast start finance and readiness funding for forests and the development of the National REDD+ Strategy. Mr. Fernandez-Ugalde has extensive experience on public policy analysis, having worked as Program Manager on Environment, Economy and Trade for the North American Commission for Environmental Cooperation. He has also been Director of Environmental Economics at the National Institute of Ecology in Mexico and Environmental Policy Officer for Pronatura A.C., a national level civil society organization in Mexico.
 
Mr. Fernandez-Ugalde recently joined the Mario Molina Center as associated economist. The Center is dedicated policy-relevant applied research on environment, climate change and energy. He holds a Degree in Economics from the ITAM and a Master of Philosophy (Hons) in Economics, from Cambridge University, UK.

Mr. Fernandez-Ugalde will attend Parallel E1 Payment for performance – Key lessons and challenges for REDD+.
