Department for Quality Assurance

Department for Quality Assurance is working to make Norwegian development assistance more effective and result oriented.

The Department cooperates with other departments in Norad, The Ministry of Foreign Affairs, Ministry of Climate and Environment, the embassies, and external partners to secure quality and results in the development cooperation. The department has four areas of expertise; Aid management, results, statistics and legal quality assurance. In addition to this, the department is responsible to handle cases where there is suspicion of financial fraud.

Legal Section

The Legal Section assures the quality of assistance agreements and contracts, produces legal tools, and harmonise agreement procedures. It also offers legal advice for general use in Norad.

Aid Management Section

The Aid Management Section gives advice, and share expertise, about aid management, herein financial control, and assists in the development and maintenance of joint system of aid management in use in the Foreign Service. The section develop methods for, and coordinates, various quality assurance mechanisms, administrative reviews, thematic reviews and partner assessments.

Results Management Section

Results Management Section gives professional advice on the areas of results management and risk assessment, and is a driving force for an aid management with focus on results. It develops methods and tools to assess, document and convey results in development assistance, and has the main responsibility for Norad’s yearly results report.

Statistics Section

Statistics Section prepares management information for Ministry of Foreign Affairs and Norad, report Norwegian development assistance to OECD/DAC, prepares a web based database of the statistical information of Norwegian development assistance and is responsible for the follow up of the international transparency obligations.
