Regjeringen har satset betydelig norsk bistand på klima- og skoginitiativet siden opprettelsen i 2007. Formålet er å redusere utslipp på grunn av avskoging og skogforringelse i utviklingsland (REDD+), og midlene gis både via bilaterale og multilaterale organisasjoner.

Et sentralt element er støtten til å måle, rapportere og verifisere utslipp av klimagasser. Slike data er viktige dersom utviklingslandene skal motta betaling for resultater de oppnår innen utslippsreduksjon.

Formålet med seminaret er å presentere funnene fra en evaluering av klima og skoginitiativets støtte til måling, rapportering og verifisering.

I tillegg vil den uavhengige evalueringsavdelingen i Verdensbanken presentere funn fra sin evaluering «Managing Forest Resources for Sustainable Development: An Evaluation of World Bank Group Experience».

Real-time evaluation of Norway’s international Climate and Forest Initiatives support to Measurement, Reporting and Verification (MRV)

The evaluation covers the period from 2007 onwards and focuses on institutional, political and economic perspectives of NICFI’s support for the measurement, reporting, and verification (MRV) of greenhouse gas emissions from forests in relation to REDD+. Four focal countries were selected for in-depth studies (Democratic Republic of Congo, Guyana, Indonesia and Tanzania) as well as multilateral initiatives.

Managing Forest Resources for Sustainable Development: An Evaluation of World Bank Group Experience

A decade ago, the World Bank Group shifted its approach in the forest sector by putting poverty alleviation and sustainable economic development on equal footing with conservation. It was a bold move given the risks and trade-offs involved in balancing these three aims. A decade into its implementation IEG evaluated the progress made and results of this approach.  The focus of the presentation will be on measurement issues, where the evaluation finds that the monitoring and reporting systems of the World Bank operations are inadequate to verify whether its operations are supporting forest management in an environmentally and socially sustainable way, in line with the 2002 Strategy and Bank Groups operations. The evaluation recommends development and utilization of sustainable forest management outcome indicators for measuring progress.
