How the Norwegian support to Ukraine and neighbouring countries is governed: Organisation of the Programme

The Department for the Nansen Support Programme for Ukraine at Norad is responsible for managing the civilian and humanitarian support under the Programme, amounting to approximately NOK 7.5 billion annually.

Norad’s core task is the management of development funds. The transfer of the management of civilian and humanitarian funds under the Nansen Support Programme for Ukraine from the Norwegian Ministry of Foreign Affairs to Norad on 1 September 2023 helps ensure that the Norwegian funds allocated through the Programme are used as efficiently and responsibly as possible. In parallel, the Ministry of Foreign Affairs will continue to strengthen its work on political and strategic governance and coordination, analysis, policy development and dialogue with relevant stakeholders.

The recently established Department for the Nansen Support Programme for Ukraine at Norad is responsible for managing the civilian and humanitarian support under the Programme, amounting to approximately NOK 7.5 billion annually. Most of this funding is allocated through existing channels and partners. In addition, some of the funding available may also be included in application-based schemes aimed at Ukrainian civil society.

The civilian and humanitarian support to Ukraine is unrestricted, with no requirements for the purchase of Norwegian goods and services. Although Norway emphasises Ukrainian needs and ownership, we also have clear expectations in relation to our partners. This relates not least to control and accountability associated with the use of Norwegian funds, as well as to the Ukrainian government prioritising anti-corruption and reform efforts and compliance with human rights and labour rights.

Systemic learning

The Nansen Support Programme for Ukraine will be based on the systematic application of knowledge and learning from previous experiences and efforts in order to achieve the best possible results, as well as to identify and manage risks. This is vital in facilitating the achievement of the goals set out for the Nansen Support Programme. The Nansen Support Programme for Ukraine will build on our partners’ knowledge management and systems for monitoring, evaluation and learning. This will be emphasised in the follow-up with existing partners and calls for proposals and will also contribute to cross-functional learning.  The Department for Evaluation at Norad will conduct independent evaluations of the administration and result achievement for the civilian and humanitarian part of the Nansen Support Programme.
