Oppsummering

The Development Co-operation Manual (DCM) was the main manual for grant management until the new “Grant Management Manuals” of the MFA was adopted 1 March 2010. The DCM may well still be used a reference book and a quality assurance tool to the “Grant Management Manuals”, as it describes key procedures and standard working methods in the different phases of a programme cycle.

The programme cycle refers to the life cycle of a programme, from the initial planning to implementation and completion. The purpose of the DCM is to contribute to a more efficient grant management contribution to Norwegian Development Partners' (hereafter termed Partner(s)) efforts to achieve development results.

The DCM is primarily developed for staff at Embassies and MFA/Norad staff who deals with grant management. The DCM may also provide useful information to Partners and other donors on Norwegian requirements and conditions for grant management.

The Agreement Manual, worked out by Norad, complements the DCM.

No quality assurance system can guarantee that all decisions are good decisions - this is up to the skills of the decision makers. Good work is done by good assessments, not manuals. But good quality assurance systems can contribute to ensure better results and reduce the risk of overseeing potential problems and possibilities.
