Rapporten evaluerer den norske bistanden som har som målsetjing å styrkje kvinner og jenter sine rettigheiter og likestilling. Evalueringa vurderer i kva grad ein har oppnådd resultat av slik bistand og om resultata er i tråd med Handlingsplanen for kvinners rettigheter og likestilling i utviklingssamarbeidet og dei fire tematiske prioriteringane der: politisk og økonomisk deltaking, seksuell og reproduktiv helse samt vold mot kvinner.

Evalueringa dekkjer i hovudsak perioden 2007-2013 og inkluderer ein skrivebordsstudie av den globale likestillingsinnsatsen til Noreg, samt case studiar av tre land: Etiopia, Mosambik og Nepal. I tillegg vart det gjennomført ein skrivebordsstudie av den norske likestillingsbistanden til Zambia.

Evalueringa er gjennomført på oppdrag frå Evalueringsavdelinga i Norad av Swedish Institute for Public Administration (SIPU), i samarbeid med Overseas Development Institute (ODI) i Storbritannia og Chr Michelsens Institutt i Bergen.

Presentation of the evaluation report - English

The report evaluates Norway’s support to strengthening women and girls’ rights and gender equality through its development cooperation. It assesses the extent to which results have been achieved and whether they are in line with the Action Plan for Women’s Rights and Gender Equality in development cooperation and its four thematic priorities: political empowerment, economic empowerment, sexual and reproductive health rights and violence against women.

The evaluation covers the period 2007-2013 and includes a desk study on the global dimensions of Norwegian development cooperation’s support to women’s rights and gender equality as well as three in-depth country case studies including Ethiopia, Mozambique and Nepal. In addition, a desk study of Norway’s gender aid to Zambia was conducted.

The evaluation was commissioned by the Evaluation Department in Norad and carried out by the Swedish Institute for Public Administration (SIPU) in collaboration with the Overseas Development Institute (ODI) and Chr Michelsen Institute (CMI).
