A Baseline Study of Norwegian Development Cooperation within the areas of Environment and Natural Resources Management in Myanmar

Studie av grunnlagsdata innen norsk støtte til miljø- og naturressursforvaltning i Myanmar

Myanmar og Norge har nylig igangsatt et langsiktig bistandssamarbeid etter noen år med norsk engasjement hvor hovedvekten har lagt på fredsprosessen og humanitær støtte. Dette gir oss en unik sjanse til å samle inn data som kan gi oss viktige svar på hvilke resultater innsatsen har hatt. I den forbindelse bestilte Evalueringsavdelingen i 2014 en forstudie som består av innsamling og analyse av grunnlagsdata innen utvalgte områder av dette samarbeidet.  Hovedformålet med en slik forstudie har vært å muliggjøre bedre evalueringer av norsk innsats i fremtiden.

Det ble besluttet å fokusere på miljø- og naturressursforvaltning, ett av to hovedområder innen norsk utviklingssamarbeid med Myanmar. Studien hadde som hovedmål å etablere og analysere relevante og troverdige grunnlagsdata som beskriver dagens sosioøkonomiske situasjon samt konfliktsituasjonen for relevante målgrupper. I tillegg skulle studien etablere og analysere grunnlagsdata for organisasjonskapasiteten til norske og myanmarske institusjoner.

Studien ble gjennomført av Fafo på oppdrag fra Evalueringsavdelingen i Norad.

Baseline study of Norwegian development cooperation within Environment and Natural Resource Management in Myanmar

Myamar and Norway have recently initiated long-term development cooperation after some years of Norwegian engagement mainly in supporting the peace process and humanitarian support. This provides us with a unique opportunity to collect data that can give us important answers as to which results have been achieved. Norad’s Evaluation Department therefore commissioned a study in 2014, consisting of establishing and analysing baseline data within selected areas of this cooperation. The main purpose of the study has been to enable better evaluations of Norwegian efforts in the future.

It was decided to focus on Environment and Natural Resource Management, one of two key areas of Norwegian development cooperation with Myanmar. The main objective of the study was to establish and analyse relevant and credible baseline data that describes the current socio-economic and conflict situation for relevant target groups. In addition, the study was to establish and analyse baseline data for the organisational capacity of Norwegian and Myanmar institutions.

The study was commissioned by the Evaluation Department and implemented by Fafo.
