Summary
It was a political target to reduce Lesotho's dependency of South Africa within the energy sector. A list of energy projects were approved by the SADCC Minister Meeting in Angola in September 1984. Among the projects were the two small scale hydropower plants in Mantsonyane and Semonkong.
The objectives of the evaluation was to evaluate the projects activities and achievements in relation to goals, production targets and inputs as these are stated in project plans and related documentation.
