Who we are
Although the program is new, Norway has been providing development assistance in this area for some years. Domestic revenue mobilization in developing countries, with a strong focus on the state building aspects of taxation, is a prioritized area for Norway.
The Norwegian experience from developing a fair and effective tax system, including taxation of natural resources, and an efficient tax administration, is valuable in this work. However, it must be recognized that each country is different and the Norwegian model cannot be directly transferred to other countries.
Organization
The Tax for Development program is organized as a project under the auspices of the Section for International Development Policy at the Ministry of Foreign Affairs. The secretariat is placed in Norad and serves as a focal point for coordination, program development and quality control.
Decision making and responsibility for the various budget lines remain with the different appropriating units of the Ministry of Foreign affairs, embassies and Norad.
