What we do
The Oil for Development programme takes a holistic approach in its assistance to partner countries.

Resource management, revenue management and environmental management are addressed in a coordinated manner, and principles of good governance, such as anti-corruption, transparency and accountability, are cross-cutting.
Resource Management
Assistance offered by OfD within resource management includes technical assistance to develop legal frameworks, frameworks for exploration and production, administration and supervision mechanisms, licensing and tendering processes, systems for fiscal metering and tax reference pricing, framework conditions to attract international oil companies, and policies to stimulate technology development, education and vocational training and the involvement of local industry.
Revenue Management
OfD aims at strengthening institutional capacity on revenue management. The assistance focuses for instance on government take, tariffs, fees, auctions, production sharing agreements, state ownership and tax treaties, and petroleum funds. Assistance includes both economic and legal expertise.
Environmental Management
Assistance within environmental management includes assistance to develop basic legislation, regulations and guidelines covering environmental dimensions of petroleum sector management, and systems for monitoring the domestic and international oil industry. Environmental and social impact assessments, risk reduction measures and action plans to reduce accidental pollution are particularly important tools for environmental management.

The assistance provided by OfD within resource management, revenue management and environmental management is aimed at improving governance of the petroleum sector. OfD has developed a check-list for assessing the state of petroleum-related governance in a given country.
