Evaluation of the joint World Bank – Oil for Development Programme
The Petroleum Governance Initiative (PGI) was established in 2006 as a partnership between Norway and the World Bank Group. The partnership emerged out of a recognition that each was a significant contributor of petroleum related technical assistance in developing countries. The partners foresaw that PGI would contribute to better coordination and quality control, and mobilize additional personnel for technical assistance and advice on petroleum sector governance under three thematic areas: 1 - Governance and Revenue Management; 2 - Environment; and 3 -Community Development. The agreement provided for PGI to work at both global and country levels including community activities; deliverables were to include technical assistance and capacity building; consensus building and advocacy; global knowledge management; and dissemination of best practices and lessons.
A first evaluation of PGI was completed in November 2010. The objective was to assess the results achieved by PGI within the context of Norway’s development assistance goals and WBG strategy for extractive industries. The aim was to provide recommendations for improvements in products, performance and processes.
