How we work

The operative goal of the OfD programme is “economically, environmentally and socially responsible management of petroleum resources which safeguards the needs of future generations”.

Assistance is demand-driven. Competence building and institutional development of government agencies are driving tools of the OfD assistance. The OfD programme does not seek to export a single solution to sound petroleum governance. The assistance provided to a partner country shall be tailor-made to domestic conditions and demands.

Criteria for the selection of OfD countries for petroleum related assistance

    •    Cooperation must be demand driven.
    •    The country must be eligible for aid assistance under the OECD/DAC, or other financing must be supplied.
    •    Significant petroleum production or potential must be present.
    •    Norwegian experience and expertise must be relevant.
    •    There must be an identified need for capacity- and competence building in public petroleum sector institutions.  
    •    The country must be committed to implementing programme activities which improve governance of the petroleum   sector.

The programme has developed a set of criteria for the selection of the partner countries. The aim is to concentrate Norwegian efforts in countries where the OfD programme "can make a difference". Experience shows that the OfD programme is most likely to achieve results when it gets involved at an early stage of a country's petroleum activities, when the program that is agreed upon on is comprehensive and long term, and when there is close cooperation with the government of the partner country.
