Grant criteria and application process
Norad will announce a general call for proposals under the International Organisations and Networks Grant Scheme for funding in the autumn 2012. This will be announced here.
Rationale and purpose
Norad’s grant scheme for support to international organisations and networks will provide support to actors from civil society who through their work methods, knowledge, range of activities and networks complement other channels of Norwegian development cooperation.
Support will mainly be given to non-governmental international organisations and networks working globally or regionally in fields prioritised by the Norwegian government where there are few or no alternative channels and where supranational input is essential (for example through advocacy or policy development). Transnational organisations outside the UN may also receive support.
To be eligible for support, organisations must have members (organisations, countries or board members) from more than two countries.
Support will preferably be given to organisations and networks with strong foundations in developing countries. This criterion can be fulfilled through the headquarter being localised in a developing country and/or substantial developing country participation in the form of partners, representation in governing bodies and participation in decision-making processes. The support given should contribute to strengthening South-based civil society actors’ ability to influence international, regional and national decision-making processes. Activities that strengthen capacity and competence in developing countries and facilitate co-operation across national boundaries will be emphasised.

Norwegian and Norwegian-based NGOs and research communities will not as a rule be granted funds through this scheme, but may be partners for project-owners/applications from ODA-approved countries.
High priority will be given to new, relevant initiatives in the South and to new, catalytic projects and agents of change in the field.
Specific objectives for Women and gender equality:
Norad is administering some of the funds targeting regional and international organisations and network that promote women’s rights in developing countries and their political, economic, social and cultural organisation and empowerment. Norad calls for proposals for this scheme at the same time as the call for proposals for the International Organisations and Networks Grant Scheme.
The following is taken from the grant scheme roules for women and geder equality:
The objective is to support new or expanded efforts to promote women’s rights and gender equality in line with the Action
Plan for Women’s Rights and Gender Equality in Development Cooperation. The scheme also covers support for sexual minorities,
i.e. lesbians, gays, bisexuals and transsexuals. The following priority areas should be in focus:
- Women’s political rights and empowerment
- Women’s economic rights and empowerment
- Sexual and reproductive health and rights (including the rights of sexual minorities and the right to safe abortion on demand)
- Combating violence against women (including female genital mutilation and trafficking in women and children for the purpose of sexual and other exploitation)
- Initiatives to integrate the gender perspective into other development sectors with emphasis on the Government’s other priority areas
- Gender and climate change
