Funding to Civil Society Actors within the Climate and Forest Initiative, 2009

In 2008, a new funding scheme was established for civil society actors as part of the Norwegian Government's International Climate and Forest Initiative, and ten actors received funding totalling NOK 10,3 million. In 2009, both the funding and number of actors involved have increased. Norad received 173 applications in total for both deadlines. After having assessed all of the applications, 36 actors have received roughly NOK 170 million for their proposed plans in 2009.

The funded projects are mainly preparations for the upcoming COP 15 meeting in Copenhagen in December this year, emphasizing advocacy and capacity building on different levels (from indigenous and forest peoples to country negotiators), in addition to demonstrational projects in selected "REDD-countries".

A new model has been tested for processing and assessing these applications, including a Panel of Technical Experts (with memmbers from the Ministry of Foreign Affairs, Ministry of the Environment and Norad) having assessed the technical  aspects of the applications. On the managerial level, the Civil Society Department in Norad has been in charge of this new funding scheme.

The primary objective of the Norwegian Government's climate policy is to play a part in establishing a global, binding, long-term post-2012 regime that will ensure deep enough cuts in global greenhouse gas emissions. Norway's goal is for the average rise in global temperature to be limited to no more than 2°C above the pre-industrial level with the help of such a regime. The Climate and Forest Initiative must give the greatest possible support to efforts to achieve this goal.

Promoting sustainable development and poverty reduction is an overriding objective of Norwegian foreign and development policy. It is therefore also an objective of the Climate and Forest Initiative, in addition to the climate-related goals listed below.

Furthermore, Norway's International Climate and Forest Initiative has the following goals:

  • To work towards the inclusion of emissions from deforestation and forest degradation in a new international climate regime.
  • To take early action to achieve cost-effective and verifiable reductions in greenhouse gas emissions.
  • To promote the conservation of natural forests to maintain their carbon storage capacity.

 *REDD is the abbreviation for the work towards Reduced Emissions from Deforestation and Forest Degradation. Eligible countries for project support within this funding scheme was so-called "REDD-countries" - according to the UNREDD og The World Bank's lists. Within this funding scheme, Indonesia, Peru, Papua New Guinea og Vietnam are the countries in which most of the funded demonstrational projects are to be implemented.
