Guidelines for quality assurance
The Development Cooperation Manual (DCM) and the Agreement Manual describe key principles, procedures and standard working methods for quality assurance. The guide and guidelines are supporting tools for management of Norwegian development cooperation in all phases of the program cycle. The publications are based on international policies and strategies, and can be used as important tools for results management.
The main purpose of the Guide and Guidelines is to make the Norwegian support more efficient in contributing to our Development Partners' development results.
The target users for the Guide and Guidelines are primarily Embassy staff with delegated responsibility for development cooperation, but also staff at Norad and the Ministry of Foreign Affairs and our partners, both donors and partner governments, may find the Guides and Guidelines useful.
