Results

Norwegian development assistance achieves results via many different paths and channels. The results below gives a picture of both good and poor results with in the spheres of budget support, public financial management and statistics for development. As Norway supports various areas together with other donors, the results below often refer to the results of support from several donors, and not only Norwegian support.

127_2800Results of TFESSD activitiesThe TFESSD Annual Report 2009 was forwarded to the donors in May 2010. The report can be downloaded in the right margin. The last year TFESSD has continued supporting work focusing on the needs of low-income countries. Documenting the impact and influence of analytical work and capacity building is very difficult as the influence of particular ideas and reports is notoriously hard to trace and there is no way of knowing what would have happened in the absence of trust fund support. However, solid results have been achieved including TFESSD activities from across the four sector boards (social protection, social development, poverty and environment).
Nigeria_Fredrik Naumann 4Results of NTF-PSI activitiesThe overall objective of the Norwegian Trust Fund for Private Sector and Infrastructure (NTF-PSI) is to act as a catalyst for, and consolidate Norwegian Contribution funds towards, private sector development and infrastructure within the World Bank Group's (WBG) operations, both at headquarters and in the field.Overall, the NTF-PSI activities are progressing very well.
AngolaStatistics for Development in AngolaNorway has now ended its cooperation with Angola on strengthening the national statistical system. The following gives a brief introduction on the background, goals, objectives and results of the programme.
Eritrea, asmara? Statistics for Development in EritreaIn 2003 the Government of Eritrea and the Government of Norway signed an agreement regarding a four year project on Assistance to Statistical Cooperation between Eritra's National Statistics Office (NSO) and Statistics Norway (SN). The project has a total budget not exceeding NOK 25 million.
Pots MwangaStatistics for Development in MalawiTogether with Sweden, Norway supports the national statistical system through strengthening the capacity of the National Statistical Office for production of statistics. The budget for the Norwegian contribution to a phase 2 of the proram is NOK 26.7 mill. A midterm review concluded that the programme is on track and is rendering solid results.
Maputo og båtStatistics for Development in MozambiqueTogether with other donors, Norway supports Mozambique in strengthening the national statistical system. The Norwegian contribution to the Fund is NOK 55 million.
Soldater fra frigjøringsbevegelsen SPLAStatistics for Development in Southern SudanIn 2005, the Government of Norway took the initiative to establish contacts between the Southern Sudan Commission for Census, statistics and Evaluation (SSCCSE) and Statistics Norway (SN), with the aim of building capacity in statistics in Southern Sudan. The cooperation programme is currently in a second phase, ending in 2010.

When circumstances are appropriate, budget support can be the most effective way to support a developing country's fight against poverty. Norway currently provides different forms of budget support in various countries.
Afghanistan 36_2Budget Support to Afghanistan40 percent of the Norwegian support to Afghanistan is canalized through a World Bank administered trust fund (Afghaistan Reconstriction Trust Fund - ARTF) established in 2002. At the moment the fund is supported by 27 donors, mobilizing over USD 2.4 billion as of the end of March 2008. Reports show progress in several sectors. Still, the political and security situation is a challenge.
Malawi, tobakkBudget Support to BurundiMore than half of the Norwegian support to Burundi is canalized through a World Bank administered trust fund. The support is considered to have contributed to stability and development in the country. However, the progress has not been without set-backs.
Malawi tobacco 1Budget Support to MalawiNorway has provided budget support to Malawi since 1999. The current agreement for the period 2005-2010 has a total commitment of up to NOK 350 mill. Planned disbursement for the financial year 2008-09 is NOK 70 mill.
Maputo og båtBudget Support to MozambiqueNorway has provided budget support to Mozambique since 1996. The current agreement for the period 2006-2009 has a total commitment of up to NOK 500 mill. Planned disbursement for 2008 is NOK 160 mill. Reports show positive performance in several areas, but there are also areas with weak performance.
kiweteBudget Support to TanzaniaNorway has provided budget support to Tanzania since 1999. The current agreement for the period 2008-2010 has a total commitment of up to NOK 756 mill. Planned annual disburse-ment is NOK 265 mill.
kampala_ugandaBudget Support to UgandaNorway has provided budget support to Uganda since 2002. Planned disbursement for Ugandan Financial Year 2008/09 is Nok 65 million. Reviews show progress in some areas, but there is substantial potential for improvements in other areas.
IndustriBudget Support to ZambiaBudget support is Zambia's preferred mode of aid delivery. Norway has partnered with Zambia since 1967, and signed the Memorandum of Understanding (MoU) for budget support in 2005. In 2008 Zambia received 174 million (NOK) in budget support from Norway.
Maputo og båtSupport to Public Financial Management reforms in MozambiqueNorway has provided support to the public financial management reform since the beginning of the reform in 2002. The current bilateral agreement is the third agreement amounts to 40 million NOK over four years (2006-2009). The results after the first fase show improvement in management, and therefore limits the scope for mismanagement of funds and corruption.
Parlamentet i TanzaniaSupport to Public Financial Management reforms in TanzaniaThe Public Financial Management Reform Program (PFMRP) is Tanzania's main program for improving public financial management (PFM). The Program has been in place since 1998 and a phase III of the program was launched November 2008. The funding for the program during 2008/09 is around USD 30 Million.
kampala_ugandaPubluic Financial Management Reforms in UgandaThe Government of Uganda has prepared a comprehensive program of PFM reforms, the Financial Management and Accountability programme (FINMAP). Norway has committed up to NOK 25 million to FINMAP from 2006/07 - 2010/11. In recent years Uganda's PFM system has been rated above average. Still, significant challanges remain.
