In the evaluation the role of Norway as a peace facilitator, and the Norwegian development cooperation will be assessed.

Evaluation of Transparency International

Norad’s Peace, Gender and Democracy Department has proposed an evaluation of Transparency International. This organisation has not previously been evaluated by its donors. The purpose is to consider whether the organisation’s mandate, organisation and management is relevant and sound. Channel Research has been commissioned to undertake this evaluation.

Evaluation of Norwegian development aid to promote human rights

Human rights work is an area where little evaluation has been conducted. It will be a priority area in the programme for the next couple of years, as the goal is to evaluate all parts of the development cooperation. To consider aid through the Norwegian Centre for Human Rights may be part of such an evaluation.

The use and effects of payment of allowances when attending meetings, seminars etc.

This has come into focus in recent years, but there is reason to believe that the documentation is limited. It might be interesting to look into this in more detail, deciding whether it is a problem and if so, how big an issue it is. This can be done by mapping the available documentation in the form of a synthesis study, and then possibly conducting a couple of country-specific studies.

The “architecture” of development aid, viewed from intended beneficiaries

A study to learn more of how the diversity of aid agencies and aid flows look from the perspective of the recipient. We might look at one sector and/or one district in one of Norway’s partner countries.

This strategy was launched in 2005, applies for the 2006-2015 period, and will be evaluated in 2010.

Impact evaluation of earlier long-term efforts

The Evaluation Department has carried out a preparatory project to evaluate the long-term impact of Norwegian development cooperation interventions after their completion. Three such programmes will be evaluated. Health, roads, forests and the environment are relevant thematic areas, and Tanzania, Botswana and Madegascar are relevant countries.

Evaluation of the UN’s use of funds

The Norwegian Ministry of Foreign Affairs wishes to know more about the use of resources and money flows in the UN system, particularly considering that such a large part of the Norwegian development cooperation budget is channelled through the UN. It is not possible for one member country to carry out an in-depth evaluation of the UN, and such a study must be based on information available to the public. The assignment will therefore be carried out as a desk study.

Norwegian organisations’ projects in East Africa

The objective of the evaluation is to document and assess the results brought about by projects supported by Norwegian NGOs and the processes behind the changes. The evaluation will focus on long-term development interventions in three countries in East Africa; Kenya, Tanzania and Uganda. Fifteen projects in total have been randomly selected for the evaluation. Ternstrom Consulting AB won the bid for tender and will carry out the evaluation.

Evaluation of research on Norwegian development assistance

The purpose of the evaluation is to get advice on how independent research in this area can be strengthened, to the benefit of both aid decision makers and the general debate about Norwegian development cooperation. The Swedish company SIPU International was awarded the contract for the evaluation.

Impact of Previous Norwegian Supported Development Programmes

It is difficult to meet the expectations of more knowledge of the results of Norwegian aid. This project will aim at evaluating the impact of programmes or areas where Norway was heavily involved a decade or two ago, but where the Norwegian support has been phased out. The Evaluation Department will carry out impact evaluations with the focus on long-term effects of interventions in the forestry, road and health sector.

The Government of Norway's International Climate and Forest Initiative

The Initiative shall work for the inclusion of mechanisms for reducing greenhouse gas emissions from deforestation and forest degradation. It shall also contribute to early, verifiable emissions reductions and the protection of natural forests. The initiative is financed by development cooperation funds (up to 3 billion Norwegian Kroner per year). The evaluation will go on for several years. It will assess the extent to which the initiative achieves its climate-related goals, as well as whether it contributes the general goals of Norwegian development cooperation (such as sustainable development and poverty reduction). LTS International Ltd. won the bid for the evaluation framework agreement.

Efforts of the International Organisation for Migration (IOM) to combat human trafficking

The purpose of this evaluation is to provide information about the results of IOM counter-trafficking activities funded by the Norwegian Government; and to outline lessons that can be used in future identification, design, and implementation and monitoring of efforts to work against human trafficking. The time for the analysis will be from 2000 to date. Berkeley Policy Associates (BPA) has been comissioned to undertake the evaluation.

Joint Evaluations

Development aid for children’s rights

The Sida Evaluation Office has invited Norad’s Evaluation Department to take part in a joint evaluation of our two countries’ aid for the promotion of the children’s rights. The evaluation will be based on the guidelines and strategies for such support in Sweden and Norway. Children’s rights in vulnerable situations e.g. during conflicts, may be a main focus. The evaluation will be undertaken by CMI.
